Plasma is definitely the template chain for X Layer. After looking at the proposal content for X Layer on Aave, it doesn't involve any incentives; it just suggests migrating the protocol over. I'm afraid it might turn into a situation like Aave on Aptos, where there is a protocol but no usage.
